Despite repeated attempts to address inaccuracies in official police reports involving incidents of domestic violence, stalking, and cross-jurisdictional abuse, I have encountered systemic dismissal, internal obstruction, and a lack of transparency from both local and state-level authorities.
Village of Chatham, Illinois – Chatham Police Department
After years of unacknowledged verbal reports and on-site complaints, I formally scheduled a meeting with Detective Hahn of the Chatham Police Department to walk through each report with supporting documentation— including medical records, therapy notes, text messages, and letters—demonstrating misrepresentation or omission of critical facts. Despite the clear evidence, Detective Hahn refused to amend the reports.
I was provided with a “Complaint Against Department Member” form [see linked PDF] and advised that internal review would be the only recourse. No external or independent complaint process was offered. When I inquired about escalation, I was told my only options were to contact the State’s Attorney, the Sheriff, or the Village Mayor—none of which have produced any resolution in past outreach attempts.
Detective Hahn also handed me a Domestic Violence pamphlet [see PDF], noting that victims must contact the State’s Attorney within three days of an incident for charges to proceed—a fact never previously communicated to me despite over a decade of related police interactions. This information gap denied me my legal right to pursue timely action.
Sangamon County State’s Attorney’s Office
Upon referral, I scheduled an appointment with Abbey Tappenbeck, Director of Victim/Witness Services. Despite confirming the meeting, she refused to meet in a private office and dismissed my concerns, stating that “incident reports” are insufficient without an official police report filed for prosecution—something only the police could initiate.
She declined to document this policy in writing and refused to provide even a basic procedural summary, only relenting to provide her business card upon request. This interaction reinforced a troubling lack of transparency and accountability.
St. Louis, Missouri – Cross-Jurisdictional Misconduct
Efforts to correct the April 24, 2024 police report in St. Louis have likewise stalled. Detective Strongfellow, who was assigned to assist, has repeatedly delayed responses, requested duplicate information, and failed to follow through.
Calls to the St. Louis Circuit Attorney’s Office confirmed that unless a report is referred to them for prosecution by police, they cannot act—even if the report is provably false and contradicted by body camera footage.
This has created a loophole of inaction: the police will not amend reports or send them forward, while the prosecution claims it cannot intervene without the police.
📂 Next Steps
I will be:
Filing formal complaints for each incorrect report.
FOIA-requesting the body camera footage from the meeting with Detective Hahn.
Publishing all documentation, correspondence, and response summaries under this Corrective Action section.
My goal is to bring light to institutional barriers that prevent survivors from obtaining justice, correcting public records, or even getting basic acknowledgment of harm.
This documentation is not only for my healing, but for structural reformation and public transparency.

Subject: FOIA Request – Body Camera Footage from Meeting with Detective Hahn and Supervisor
Dear FOIA Officer,
Pursuant to the Illinois Freedom of Information Act, 5 ILCS 140, I am requesting access to and a copy of any and all body camera footage, audio recordings, and documentation related to my in-person meeting with Detective Hahn and his supervising officer that took place on or around May 1, 2025, at the Chatham Police Department.
This meeting involved reviewing incorrect police reports I had previously requested to be corrected, and during that meeting, I was also provided with a pamphlet and a “Complaint Against Department Member” form by Hahn’s supervisor. The body camera footage of this interaction is essential for accurate documentation and transparency.
Specifically, I request:
Full body camera video and audio recordings of the meeting involving myself, Detective Hahn, and his supervisor;
Any written notes, reports, or internal documentation created as a result of this meeting;
The exact names and titles of the officers present during the meeting.
If this request is too broad or unclear, I request that you contact me so that I may clarify it, and I ask that, to the extent possible, you provide any portions of the requested information that can be disclosed under the law.
I am requesting this information for personal review, and I would prefer to receive the materials electronically if available. If there are any fees for searching or copying these records, please inform me if the cost will exceed $25.
As provided by law, I expect a response within five (5) business days. If you deny any part of this request, please cite the specific exemption(s) you believe justify the refusal to release the information and inform me of the appeal procedures available under the law.
Thank you for your time and assistance.

subject: Formal Complaint Against Department Member – Case #2015-00006028
Dear Chief of Police Vernon Foli,
Please find attached my completed formal complaint against Officer T. Sommer in connection with a case that occurred on October 18, 2015 (Care Report #2015-00006028). This complaint outlines a pattern of misconduct, biased reporting, and failure to act impartially in a situation that involved serious emotional abuse and manipulation.
This complaint is submitted as part of a broader legal effort to document the misuse of police authority by my ex-husband, Charles Wilson, and the role of law enforcement in enabling that behavior. I respectfully request that this matter be reviewed thoroughly, and I welcome any follow-up interviews or statements that may be required.
Please confirm receipt of this complaint and let me know the next steps in your investigative process.

Statement of Complaint:
I am filing a formal complaint regarding an incident that occurred on October 18, 2015, involving misconduct, false narrative documentation, and a lack of neutrality by Officer T. Sommer of the Chatham Police Department. The officer responded to a 911 call made by my then-husband, Charles R. Wilson, who falsely claimed that I was locked in a bathroom with a knife and had consumed an overdose of Tramadol. These claims were fabricated as part of a deliberate attempt to discredit me and gain legal control over a pending financial settlement related to a personal injury lawsuit.
Key issues with Officer Sommer's conduct include:
Failure to Confirm Critical Details:
I was falsely reported to be holding a knife and suicidal. No weapon was ever found. Despite this, Officer Sommer proceeded with an Involuntary Committal Petition based entirely on Charles' version of events, without verifying the presence of a weapon or considering Charles’ potential manipulation.Biased Narrative Favoring the Reporting Party (Charles Wilson):
Charles Wilson had spent the hours prior to the incident texting inflammatory and degrading messages to both me and another individual in an effort to provoke emotional distress. The officer’s report did not note this pattern of psychological abuse or digital manipulation, despite having seen the texts.Improper Disclosure and Weaponization of Private Trauma:
Officer Sommer allowed Charles to insert unrelated past sexual assault trauma into the record—without my consent—as a rationale for supposed emotional instability. This was an egregious misuse of personal history and constituted further emotional harm.Inadequate and Misleading Report Writing:
The report failed to reflect my side of the events, my clarity of mind, or the emotional abuse I was experiencing. Instead, it mischaracterized me as incoherent and suicidal, when in fact, I was calm, communicative, and attempting to sleep.Lack of Professionalism and Failure to Uphold Due Process:
I believe the officer’s decision to proceed with an involuntary petition without verifying the basic facts (such as the presence of a knife or my mental state through an appropriate assessment) was negligent and allowed Charles’ abuse of police power to go unchecked.

Dear Chatham Police Department,
Please find attached my formal complaint regarding incident #2016-00004048 from July 9, 2016, involving an act of domestic violence and the subsequent police response.
I have detailed in the form how the incident was misrepresented, the harm that was done to me, and the lack of accurate documentation provided in the report. I am requesting that this complaint be thoroughly investigated and that the original police report be amended to reflect the true events that took place.
I am also requesting copies of any DCFS reports that were filed in relation to this incident and to be notified of all steps being taken to review this complaint. I have included the completed Complaint Against Department Member form and am happy to provide any additional documentation (photographs, medical reports, witness statements) upon request.
Thank you for your attention to this matter. I can be reached at [insert phone] or [insert email] if further information is needed.

State your complaint(s) and explain the circumstances, giving the relevant facts known to you:
On July 9, 2016, I was assaulted by Charles Wilson at our shared residence. During an argument instigated by Charles over text messages on my phone, he struck my healing leg (which had previously been broken in a motorcycle accident) with my crutch. The police were called, but when they arrived, they misrepresented and omitted critical facts in the report.
Specifically:
The police claimed that the marks on my leg were due to a fall, which is false. The marks were directly caused by Charles intentionally hitting me with my crutch.
The report stated I had consumed wine. While bottles were in the trash, this was used to suggest impairment or blame me for the incident, rather than accurately reflecting the violence that occurred.
The report inaccurately claims that my children denied seeing Charles push me. This was said in front of their father, who they feared, making it highly unlikely they would contradict him under pressure.
The officers never informed me that a DCFS report was being filed, which I later discovered existed. That report was ultimately “unfounded,” further proving the original officer's bias and mishandling.
This report fails to document the history of domestic abuse in our relationship and allowed Charles to once again manipulate the narrative and avoid accountability. I am submitting this complaint to formally request the report be reviewed and amended to reflect the accurate account of events. I am also requesting to be informed of the DCFS report actions.

Dear Chatham Police Department,
Please find attached my formal complaint regarding Incident Report 2017-00007138, dated October 6, 2017. This report inaccurately portrays a medical emergency as a disturbance involving intoxication, and includes biased or misleading statements that have caused reputational and legal harm.

Complaint Statement:
On October 6, 2017, I experienced a severe medical emergency involving an intense neck spasm radiating into my arm that caused fear and uncertainty due to my medical history, including a recent motorcycle accident and surgeries. I left work early and contacted my mother for support while driving home. At her suggestion, I stopped at Charles Wilson’s house (located directly across from mine) where Charles and his then-fiancée Kerri Winter were present.
With input from all three adults—Charles, Kerri, and my mother—I was convinced to call an ambulance for medical assistance. At no point did I request police intervention, nor was there any criminal activity, disturbance, or violence. The involvement of the Chatham Police Department was unnecessary, and the narrative in the incident report was misleading and damaging.
The report falsely implies a behavioral disturbance involving alcohol in the presence of children. I had only one glass of wine after arriving home, hoping to calm my body prior to going to the hospital. The primary issue was physical—an undiagnosed neck spasm—and not behavioral or related to substance use.
I am concerned this report was filed with malice or bias. The reporting officer did not present a neutral narrative and may have been influenced by Kerri Winter, who has a documented history of deceptive practices (2016CM001277 – Sangamon County). Charles Wilson later stated that Kerri had close connections with members of the Chatham Police Department, further raising questions about potential conflicts of interest in how this report was handled.
The inclusion of this report in the public record unfairly harmed my reputation and could have impacted custody proceedings. It also contributes to a broader pattern where Charles Wilson used police reports and manipulation to paint a false narrative of instability.
For these reasons, I respectfully request that this report be formally reviewed, corrected, or removed to reflect the medical nature of the incident and the lack of any criminal behavior. I also ask that the officer’s conduct and the process by which this report was filed be reviewed for potential misconduct or failure to adhere to proper reporting standards.

Statement of Complaint
On April 23, 2024, I visited the Chatham Police Department to request assistance in determining whether a tracking device had been installed on my Tesla. I had serious and ongoing concerns about stalking and surveillance that had compromised my safety and privacy. The responding officer, identified as Officer Muncy (11711), conducted a basic external check of the vehicle and advised that no tracker was found.
However, my complaint stems from the following:
I was not provided any professional referral or next steps for pursuing a more thorough sweep of the vehicle.
I was told this was a “civil matter,” which effectively dismissed my safety concerns without offering meaningful support or information.
No formal documentation or detailed inspection procedure was described or given.
Given the broader context of ongoing harassment, my inquiry was valid, rooted in concern for my safety, and should have been met with appropriate resources or support.
The dismissive approach of the officer, lack of investigative effort, and no advisement on protection or escalation procedures reflect a serious failure to address threats to public safety. I am filing this complaint to request a review of this incident, improved officer training for handling stalking/surveillance reports, and the implementation of proper referral protocols for citizens seeking technological safety assessments.

subject: Formal Complaint Regarding Incident Report 2024-00004174 – Spider Egg Sacs / Officer Misconduct
Dear Chatham Police Department,
Please see the attached Complaint Against Department Member regarding Incident Report 2024-00004174 from April 23, 2024. This report documents my discovery of spider egg sacs hidden beneath my vehicle floor mats, and outlines my concern that the matter was improperly documented and inaccurately categorized as a “Mental Illness/No Crime” incident.
Despite requesting an officer to inspect the vehicle, no physical inspection was made, and my evidence was dismissed. Additionally, the extra patrol was offered by the officer—not requested by me. These inaccuracies, along with the improper classification of the incident, have compromised my safety and denied me access to a valid police record supporting further legal protection.
I respectfully request:
A corrected police report that includes the context and my provided evidence.
A copy of the full narrative report and any associated body cam footage under FOIA.
An internal investigation into the handling of my call and officer conduct.
I have attached the completed complaint form and am available for any follow-up.

subject: Formal Complaint Submission – Incident 2024-00004313 (Bullet Hole & Symbolic Harassment)
Dear Chatham Police Department,
Please find attached my official complaint regarding Incident Report 2024-00004313, which occurred on April 28, 2024, at my residence at the time 402 Goldenrod Drive, Chatham, IL.
Upon returning home from an extended absence due to ongoing harassment, I discovered a bullet hole in the bedroom window where my sons were planning to sleep in. Inside the home, I also found handwritten phrases referencing “chlorine” and psychological trauma on the inside of a closet door—messages I had never seen before and that held direct symbolic meaning related to future environmental sabotage that took place in July.
Although I attempted to report this properly and presented the physical evidence, the incident was not taken seriously. The officer on scene dismissed the writing as “probably from a teenager” and did not thoroughly document the bullet hole or signs of unauthorized entry—even though I made clear that I feared for my safety and believed my home had been accessed without my knowledge.
Since that time, I have been subjected to additional chemical tampering and stalking, and this April event should have been treated as the early warning that it clearly was. This letter is intended to request an internal review, a corrected report, and to ensure that this incident is not buried or minimized.
Please confirm receipt and inform me of any next steps in the review of this matter.

Complaint Statement
On April 28, 2024, I returned to my home at 402 Goldenrod Drive after a period of being forced out of state due to targeted harassment and intimidation. Upon inspecting my home, I discovered a bullet hole through the window of my son’s bedroom. This hole had not been present prior to my leaving and represented a clear act of intimidation and potential violence.
In addition to the bullet hole, I found disturbing handwritten messages in pencil on the inside of my closet door. These included lyrics such as “SIPPING ON STRAIGHT CHLORINE” and “FAKE YOU OUT,” references to psychological manipulation, toxicity, and mental deterioration—all of which mirror the escalating attacks I later experienced involving my water system, electrical sabotage, and digital tracking.
At the time, I informed the responding officer and showed the physical evidence. Rather than initiate an investigation or document the bullet hole, the officer suggested that the writing was likely from a teenager who had lived in the residence before me. This was an inappropriate assumption that failed to take into account the specificity and symbolic nature of the messages, as well as the physical evidence of the bullet hole and recent unauthorized access to my property.
Later reports—such as those from July—document chlorine-related chemical tampering in my water system, validating my early concerns that were dismissed in April.
This complaint is being submitted to:
Request a correction and supplement to the original report, including acknowledgment of the bullet hole and symbolic vandalism.
Demand an internal review of the officer’s handling of this event.
Provide documentation that this incident was a deliberate psychological threat and physical intrusion, not a misunderstanding or leftover graffiti.
Had this been taken seriously, it may have prevented the dangerous escalations that followed.

subject: Formal Complaint – Incident Report 2024-00004345 (April 29, 2024)
Dear Chatham Police Department,
I am submitting the attached official complaint form regarding Incident Report 2024-00004345, filed on April 29, 2024, concerning suspicious activity at my home while I was at work.
The report, as filed, omits critical context and does not appear to consider escalating patterns of harassment or the possibility of home surveillance tampering. This failure to take seriously what should have been treated as a potential break-in created an unsafe environment and enabled future acts of harm.
I am requesting this case be reopened and reexamined in light of additional digital evidence and a larger pattern of incidents documented in my accompanying materials.
Please confirm receipt of this complaint and let me know the next steps.
Sincerely,

Statement of Complaint:
This complaint is regarding the Chatham Police Department's mishandling and under-documentation of a potential home intrusion incident, captured under Incident Report 2024-00004345.
While I was at work on April 29, 2024, I received a notification from my Ring camera system about a potential break-in at my residence. Upon reviewing the footage, I noticed activity suggesting unauthorized access, though the report does not reflect any seriousness in its investigation or follow-up.
Given the pattern of harassment I have experienced, I am deeply concerned this may be connected to prior acts of sabotage and coordinated intimidation. This event should have been thoroughly investigated—not simply categorized as unfounded or inconclusive.
Furthermore, after reviewing the footage and observing irregularities in my internet and home security system (managed through Xfinity), I now suspect the perpetrators may have tampered with my surveillance equipment to disable or distort evidence.
These suspicions were further substantiated by my later complaints to Xfinity (including one filed on February 10, 2025), which outlined tampering concerns and surveillance disruptions.
I believe the officer(s) involved failed to take reasonable steps to ensure my safety or preserve evidence, and that this oversight enabled ongoing harassment that escalated in later incidents.
I request the department:
Reopen this report and take my documentation seriously.
Collect and review all available footage, including body cam video if an officer responded.
Include the potential digital tampering by third parties (Xfinity and associated contractors) as part of the investigation.
Provide a full copy of the report including notes, body cam footage, and communications related to the call.
Thank you for reviewing this matter with the seriousness it deserves.

subject: Official Complaint Submission – Incident Report 2024-00007122
Dear Chatham Police Department,
I am writing to formally submit a misconduct complaint regarding the police response to Incident Report 2024-00007122, which took place on July 28, 2024, at my residence at the time 402 Goldenrod Drive, Chatham, IL.
The incident involved coordinated harassment and chemical tampering by individuals sent by Connor Properties. I have attached a completed "Complaint Against Department Member" form detailing the facts of the case, supported by extensive photographic and video documentation.

Despite presenting this evidence at the time of the report, the responding officers failed to conduct an investigation or acknowledge the criminal elements involved. This has resulted in a deterioration of my health, safety, and confidence in law enforcement support.
Please confirm receipt of this complaint and advise how the investigation will proceed. I am prepared to provide all additional evidence, including video footage, samples, and witness statements, upon request.
Sincerely,
Dana R. Wilson

Complaint Statement
On July 28, 2024, four men were sent to my home by Connor Properties under the guise of maintenance, but their actual actions constituted harassment, chemical tampering, and criminal negligence. Two of the men left shortly after arriving because they were not licensed electricians and were unable to assist with the electrical problem they were allegedly sent to fix. The other two remained and pumped chemicals into my hot water heater, which I had personally paid over $1,000 to flush due to visible sediment and black tar.
After the chemical tampering, I was unable to use the water without experiencing a burning sensation on my skin. I have video evidence of the men entering the home, interacting suspiciously, and tampering with equipment. I also have samples and images of the sediment, the tar, and before/after conditions. I believe these actions were orchestrated to intimidate and harm me.
I contacted the police and made a report. Despite presenting clear video evidence, the officers treated the issue as a civil matter and failed to launch any investigation. The response was dismissive and inappropriate given the evidence of criminal intent and health hazards. In addition, I had contacted the FBI earlier in the week when I noticed chemical smells in the air resembling substances used in gas chamber training at IDOC, which I know from personal experience.
The officers' failure to act placed my health and safety at further risk and emboldened those coordinating these ongoing attacks. This complaint is not only to address the misconduct of the individuals involved in the chemical tampering but also to highlight the lack of proper police response and accountability.

subject: Formal Complaint Against Department Member – Failure to Enforce No-Contact Order (12/14/2024)
Dear Chatham Police Department,
Attached is a formal complaint against one or more department members regarding a failure to enforce a reciprocal no-contact order on December 14, 2024. The incident involved Charles Wilson approaching my home, in violation of the court order issued under 2024DC000096.
Despite providing real-time evidence and court documentation, your officers failed to act. The reports filed were 2024-000011259 and 2024-000011282. I have also included video evidence of the incident, which can be viewed here: https://youtu.be/ehcOKBrMRN4.
This is part of a documented pattern of violations and failures to protect, outlined in attached exhibits and affidavits submitted to the court. I respectfully request an internal investigation and written response.
Sincerely,
Dana Rachelle Wilson

Statement of Complaint
On December 14, 2024, Charles Wilson came within 100 feet of my residence, violating the reciprocal no-contact order that was issued under case 2024DC000096. I immediately notified the Chatham Police Department, and two incident reports were filed: 2024-000011259 and 2024-000011282. I also have video documentation of this incident, publicly posted here: https://youtu.be/ehcOKBrMRN4, which clearly shows Charles approaching my residence.
Despite having both a valid court-issued reciprocal no-contact order and real-time video evidence of the violation, the officers refused to take enforcement action. They stated that they could only act on an order of protection, not a no-contact order—despite the judge's explicit directive that Charles stay 100 feet away from my home.
The police advised me repeatedly to go to the State’s Attorney, who also refused to assist. Sojourn Shelter told me I needed an attorney because my case was too complex. After retaining legal counsel, I still received no proper explanation of the difference between the orders or guidance on how to secure the protection I am legally entitled to.
This lack of police intervention allowed Charles to continue his pattern of stalking and psychological harassment, further documented in both the Chronology of Life Events (Exhibit E) and Police Reports (Exhibit D). This was not an isolated incident—it is part of an ongoing pattern of abuse and systemic failure that has placed my safety at risk.
I believe the officer(s) involved failed in their duty to enforce a valid court order, protect my safety, and take appropriate steps to prevent further violations. Their inaction represents misconduct under the Chatham Police Department’s stated commitment to investigate all allegations thoroughly.
I respectfully request an internal review of the officers’ conduct on this date, enforcement protocols for reciprocal no-contact orders, and a formal written response outlining the Department's position and next steps.

subject: Official Complaint Submission – Misuse of Law Enforcement, Procedural Misconduct, and Harassment (Call Number 468935)
Dear St. Louis Metropolitan Police Department:
My name is Dana Rachelle Wilson, and I am writing to formally file an official civilian complaint regarding the mishandling of an incident that occurred on April 24, 2024, at St. Louis Lambert International Airport, under Call Number 468935. This complaint pertains to abuse of authority, failure to investigate, verbal harassment, and procedural misconduct by officers and responding personnel across multiple Missouri law enforcement departments.
The incident involved a false emergency report made by my ex-husband, Charles Wilson, who used a shared GPS tracking account to stalk me across state lines and manipulate law enforcement and EMS personnel into a forced wellness check under false pretenses. The resulting body cam footage confirms I was coherent, calm, and posed no danger to myself or others. Despite this, there was no full incident report filed, my legitimate safety concerns were dismissed, and critical records (such as my 911 call and corrections to incident documentation) were repeatedly ignored or inaccurately filed.
The entire interaction is documented publicly and can be viewed through the following FOIA-obtained body cam links on my YouTube channel:
Video 1 – Body Cam Footage
Video 2 – Body Cam Footage
Additionally, I have attached the following documents for your review:
Signed Joint Civilian Complaint Form (PDF)
Full chronology of communications and police report correspondence with St. Louis area departments
Chronology of all police reports and related legal filings for reference
Public Document Archive (under development)
This was not an isolated issue. I encountered significant resistance and mistreatment when trying to obtain accurate records or file a complaint—being hung up on, transferred with no resolution, given inaccurate instructions, and dismissed by staff. This includes the premature closure of Request # P001534-012025 , P001535-012025, P001536-012025 and R000152-012225, which failed to clearly explain necessary next steps, ultimately delaying my ability to report the misconduct properly.
My requests are as follows:
Immediate escalation of this incident for full review and investigation.
A corrected and complete police report for the April 24, 2024 incident reflecting all parties’ actions, including mine.
Disciplinary review of the officers and personnel involved in failing to document the truth of the event or respond professionally.
A formal apology and assurance that my concerns—especially regarding cross-state stalking, misuse of emergency services, and digital harassment—will be taken seriously going forward.
Evaluation for criminal charges regarding perjury, stalking, and misuse of public safety resources.
I am willing to speak with investigators, participate in mediation if appropriate, and assist with any interviews or follow-ups needed. However, I request that all future interactions be documented and take place with transparency and accountability.
Thank you for your attention to this urgent matter.
Sincerely,
Dana Rachelle Wilson

subject: Official Complaint – Mishandling of Report #24-4384 | Fulton Police Department | April 26, 2024
Dear City of Fulton Police Department,
I am writing to formally file a complaint regarding the events of April 26, 2024 (Occurrence Report #24-4384), which transpired at the Fulton Police Department when I sought refuge from escalating threats and digital stalking that had followed me across state lines.
I entered the station around 1:15 AM, visibly shaken and asking for help. Rather than documenting my concerns, the officers minimized my fear, laughed at my explanation, and failed to open a case file reflecting the situation I was experiencing. The incident report I eventually obtained omits key details I reported, and the body cam footage was deleted due to lack of follow-up.
To this day, I have not received an appropriate explanation or support. I am including:
The official incident report #24-4384

Chronology of events
Link to my website archive of this report and other FOIA-sourced videos and documentation
Relevant documentation:

[FOIA Email Chain with MO PD]
[Supplemental Evidence – Police Reports & Communications]
I am requesting this complaint be escalated for internal and external review, and I am formally requesting the record be corrected to reflect the accurate nature of the incident. The dismissal of my safety concerns, deletion of critical records, and inadequate response from sworn officers have directly contributed to a pattern of ongoing harassment and victimization.
I appreciate your timely acknowledgment and look forward to seeing meaningful corrective action.
Sincerely,
Dana Rachelle Wilson

Dear Chatham Police Department,
Please find attached my formal complaint regarding the misconduct and negligence associated with Incident Report #2025-00001598, originally filed on February 22, 2025. I am requesting a thorough investigation into the department’s handling of this report, the dismissal of surveillance evidence I offered at the time, and the lack of follow-up despite a clear pattern of harassment and intimidation linked to both personal and professional retaliation.
I have attached supporting documentation referenced in the complaint, including a chronology of related harassment, vendor misconduct affecting my government position at HFS, and union-related concerns.

Complaint Summary:
On February 22, 2025, I experienced a suspicious incident at my home involving the unexpected triggering of my garage door as a vehicle passed by — closely following a meeting earlier that day where my union representatives dismissed my request for assistance and I informed them I would escalate these issues to higher authorities. This threat was made in frustration after continued dismissal of documented workplace grievances, vendor misconduct in the HFS ADT program, and withheld program resources affecting 3.4 million Medicaid lives.
The Chatham Police Department was contacted about this incident. I informed the responding officer of the broader context, including surveillance concerns, hostile work retaliation, and repeated signs of harassment that were building over time. I showed him surveillance footage on my computer — yet he declined to review it and stated that the department would not look into anything related to this issue. No formal follow-up occurred, despite the serious nature of the intimidation I was experiencing as a single woman citizen reporting systemic threats.
This was a pattern of dismissal. As referenced in supporting Exhibit E, these events tie into a larger chronology of harassment and intimidation—including digital surveillance, financial tampering, and work-related sabotage. Investigators were not thorough, failed to document my concerns accurately, and made no effort to coordinate with my workplace (Illinois HFS), the union, or my internet provider (Xfinity) as I requested. I believe this represents negligence and failure to protect, particularly given the ongoing, well-documented threats to my safety and well-being.
I am requesting that the department:
• Reopen the incident report and review the surveillance footage I attempted to show on February 22, 2025.
• Interview relevant witnesses, including my neighbor who has knowledge of prior occurrences and spiritual disturbances involving the property.
• Cross-reference the harassment I reported with my documented work complaints (including the attached HFS ADT vendor misconduct summaries and union communication).
• Acknowledge the pattern of neglect by the department across multiple calls and begin a transparent investigation into how my reports have been consistently minimized.
I do not believe the officer involved acted in accordance with the department’s stated mission to "examine all the facts and circumstances." I am willing to provide any additional documentation, including email threads, video evidence, and timelines previously sent.

subject: Follow-Up: Incident Report 2025-01598 – Supporting Evidence Ignored
Dear Chatham Police Department,
I am writing to provide a formal follow-up to the Complaint for Incident Report 2025-01598, originally filed on February 22, 2025, and to submit additional context and evidence which supports the need for a full criminal investigation.
On February 24, 2025, I submitted over 30 supporting video files and related documentation via email, including clear footage of suspicious activity involving Connor Properties, as well as evidence tied to a broader pattern of harassment, forced entry, and possible tampering with personal property, including my garage and hot water heater. This documentation was also hand-delivered to the Chatham Police Department on a physical zip drive and discussed in person with Detective Hahn in an attempt to pursue appropriate criminal charges.
Unfortunately, I received the following response from Deputy Chief Scott Tarter:
"We will not be opening attachments you send to us that are not requested specifically by an officer for official business... The information you provided seems to be related to civil issues with outside entities."
This response is highly concerning. The materials I submitted are not civil in nature — they are evidence of criminal behavior, including:
Video surveillance showing property tampering and unauthorized access
Evidence of chemical contamination in my water supply
Documentation of repeated patterns of harassment and stalking
Historical context connecting this event to workplace retaliation and failures of previous investigations
Despite repeated attempts to seek help through every official channel — including Sojourn Shelter, private attorneys, the State’s Attorney’s Office, and Chatham PD — I have received no meaningful intervention or protection. The systemic dismissal of my reports, despite the volume and clarity of the evidence, suggests a breakdown in interagency coordination and a serious failure to investigate crimes affecting a single woman reporting targeted abuse.
Please consider this communication a formal supplement to my official complaint and incident report already on file. I respectfully request that:
The video and documentation provided in the February 24, 2025 email be properly reviewed as evidence;
An investigator or officer be assigned to re-open or initiate a criminal review based on this documentation;
Chatham PD clarify how citizens are to submit digital evidence when told not to email or attach materials;
I be provided a written update regarding whether this evidence has been reviewed and what steps, if any, have been taken.
A copy of the original email is attached for reference, along with relevant documentation and the formal complaint that has already been filed.
Thank you for your attention to this matter.

Dear Chatham Police Department,
I want to take a moment to express my sincere gratitude for your assistance today. I appreciate the time and effort that Officer Galloway, Dacia, and the rest of the team dedicated to addressing my concerns and handling the documentation I provided.
I initially came into the department today because Officer Galloway had informed me that the department’s email system was down, and he would not be able to receive my FOIA request electronically. However, when I arrived, I was informed that while there had been some kind of email server change, the email system was now functioning properly. Dacia confirmed that emails were working fine, though she clarified that handling video footage submissions is not within her direct area of responsibility.
During my visit, I dropped off a green zip drive containing the Xfinity Home Security footage from February 21, 2025, regarding Incident 2025-01598. I will want that drive returned as it had other information on it and offered that it could be used to put the body camera video on if they were having trouble with emailing it (St. Louis Police Department had to put their body cam feed on a CD). I also followed up to ensure that my previous email from February 11, 2025, containing the earlier video feed had been received despite the previous technical difficulties. Dacia indicated that the department did receive the footage, though I recognize that Officer Brachear (sp?) may be the appropriate contact for further follow-up on these matters. I may have the officer's names mixed up on this - I was trying to take the notes from the people in the office today so my appologies if I have Galloway and Brachar mixed up.
Additional Evidence Submitted
I also wanted to provide additional video footage obtained from the St. Louis International Airport Police Department, which confirms:
Charles admitted to tracking me via an application on his phone, despite previously promising that all data-sharing between us had ceased.
Five men, including both ambulance personnel and police officers, physically blocked me from leaving the paid parking lot at the airport.
Officers attempted to intimidate me into getting out of my vehicle or rolling down my window.
There is no footage from any police cameras that support the claim that I was unresponsive or sleeping in the car. In reality, I was fully alert, coherent, and had to be released out of the lot because they had no legal grounds to detain me.
The airport police presence and escalation appear to have been a coordinated effort based on false information provided by Charles after he illegally tracked me across state lines.
Additionally, I am including a copy of the fax I sent to Xfinity Law Enforcement and Subscriber Records Center today. I had an update on the document I provided in the FOIA Request - The incidents at the Freedom Drive location occurred in April and November of 2024. This fax requests records retrieval and submits an official complaint regarding security breaches involving:
Xfinity technicians Patrick Eddy and Kevin Layne
Employees at the Freedom Drive Xfinity Store in Springfield, IL
Next Steps & Additional Requests
Follow-up with Officer Brachear and Galloway regarding the status of my submitted videos and ongoing concerns related to Incident 2025-01598.
Request a copy of the department’s security camera footage showing my visit to the Chatham Police Department today to formally document the confirmation that email services are functioning again.
I am also including additional footage and a detailed chronology related to Connor Properties. I have more information to layer into this documentation, specifically incorporating text messages that show how communications from my ex-husband, family members, and workplace correlate with the harassment I have been experiencing. Since these incidents are directly tied to previous police reports referenced in my Xfinity fax, I am formally submitting this documentation to reopen those cases and file criminal charges. Additionally, it should be noted in the attached chronology that Lisa, the U.S. Postal Worker involved in previous incidents, resigned before she could face disciplinary action.
I appreciate everyone’s time and assistance in this ongoing matter. If you need any additional information or clarification, please feel free to contact me at

Dana Wilson,
We are in receipt of your email. We will be responding to any portion that is a request for information from us. The FOIA request process is designed to request information from a public body for records they may have, it is not for submitting information to a public body. Dear Chatham Police Department,
I am submitting this formal complaint related to Incident Report #2025-00001216, which I originally reported on February 10, 2025. The officer's narrative inaccurately states that I only showed limited surveillance footage, when in fact I offered full access to video evidence and later followed up with additional documentation through email and in person.
Despite providing this evidence via a formal email on February 11, 2025, and dropping off the files on a USB device, I received a reply on February 24, 2025, stating that future attachments would not be opened unless specifically requested. This response raises serious concerns about your department’s willingness to receive, document, and act on valid criminal complaints involving stalking, identity theft, and electronic harassment.
I respectfully ask that this formal complaint be investigated thoroughly, that the documentation I have submitted be reviewed, and that this matter be escalated to appropriate oversight. As a single woman and survivor of ongoing harassment and psychological abuse, I deserve protection and fair treatment under the law.
Please confirm receipt of this email and attached complaint form. I am prepared to work with any reviewing officer or external investigator assigned to this matter.

Dear Chatham Police Department,
I am writing to formally request records and documentation concerning my recent interactions with your department, specifically regarding ongoing concerns about suspicious activity, stalking, harassment, and false reports.
Incident Report – February 10, 2025
On February 10, 2025, at approximately 4:53 PM, my Xfinity Home Security cameras captured footage of a red/dark maroon SUV stopping in front of my residence. The vehicle paused for about a minute before driving further into the neighborhood. Shortly after, it returned from the opposite direction and parked behind me as I was locking my front door. The SUV remained stationary for two minutes before the driver—a man—asked if "Rachel" lived at the residence. I informed him that no one by that name resides here. He then confirmed my address, 1 Kirkwood Street, and again asked about "Rachel."
This interaction is concerning due to its similarity to my name, Dana Rachelle Wilson, and its timing given that I rarely leave my home except for errands a few times a week. The suspicious timing and behavior raised red flags, especially given prior incidents involving electronic surveillance and stalking by my ex-husband, Charles Wilson. I am attaching footage from my home security system for your review and in the hopes that it may assist your department in identifying the vehicle and its driver.

I previously informed Officer Leach of multiple incidents related to identity theft and harassment, including a false association of my name with a known murder/felon, Oronde Hardy https://iic.ccsheriff.org/IndividualInCustodyLocator/SearchInmates , https://www.cbsnews.com/chicago/news/man-charged-with-stabbing-two-boys-killing-one-in-chicago-heights/ on Intelius-People Finder. This issue stems from a traumatic event when I was 15 years old, during which my family introduced me to Hardy, who physically and mentally abused me. Despite my repeated pleas for help, no legal action was taken. We had a shared location of 3320 Gaines Mill Rd, and 2601 Bluebird Ct in Springfield in the summer of 1999 where he was in legal violation of statutory rape. The alias shows that Oronde Yuill is associated with my family members, sisters Stacey Nicole Billingsley and Crista R Smalley (Stockdale) and mother Irma Jonna Veach.
Upon further investigation, I discovered that the name Oronde Yuill—my maiden name being Yuill—is listed in public records. Intelius has explained that their information is pulled from multiple sources and cannot be blocked. Removing my name entirely from their database would be detrimental to my identity theft case. Therefore, I am working to correct this misinformation while ensuring that accurate records are maintained. I am attaching my resume and LinkedIn profile for reference to my verified identity. Oronde Yuill is somehow connected to my current PO Box 9056 in Springfield and previous addresses that he was never affiliated with 657 W Lenox Ave Springfield – mother's ex-husband's address, 1413 Sequoia Drive Chatham, 317 Keystone Drive Chatham, 402 Goldenrod Chatham, 35 Brookside Place Springfield. There are many "known" associates listed on these reports that I am completely unfamiliar with (Jessie Biggerstaff Thomas, Walter A Dozier, Kirk Garner Shirley, Earl Joseph Viking, David Baer, Lesley R Duffy, Kevin Dement, Alexandrew Mallory, Kandis Bell, Sunny Lynn Hampsey, Rachel K Love, Peggy Laffin). Here are the people I am familiar with
Jacob Smalley (sister - Crista Smalley-Stockdale’s former husband who killed himself)
Timothy Delgado (Nephew - David Asher Yuill’s father)
Robert Christopher Billingsley (sister - Stacey Nicole Billingsley’s ex-husband)
Nathan Melotte (step brother, son of Martha Yuill)
There are a lot of phone numbers and email addresses that I am unfamiliar with. There is a PO Box in Owensboro, KY that I’ve never heard about – it looks like this might be something my family put in my name as my niece Lilith Reuter-Yuill’s grandmother Margarie Yuill used to live in KY. I’ve never lived in Texas and most of the individuals listed from Texas are associated with my ex-husband Charles Wilson who appears to be Joel E. Wilson from Dickinson TX on these reports. There are also fake social media profiles associated that are not real.
My current social media profiles are:

Additionally, I have been dealing with harassment and intimidation by my ex-husband, Charles Wilson. In a particularly alarming case, he followed me across state lines to St. Louis Lambert International Airport on April 24, 2024. According to the St. Louis Metropolitan Police report, Charles claimed I was "passed out" in a Tesla and that he was "locked out of the car." (body cam footage should be forwarded to me shortly). However, I was in the parking lot for less than one hour when police and emergency services arrived.
Charles's text messages present conflicting narratives. In some, he claims that the police contacted him regarding my welfare, while in others, he admits to tracking my vehicle using the Tesla app, setting geofencing alerts, and personally initiating the call to law enforcement. He then provided police and EMTs with a false report, stating that I was unresponsive, seemingly to justify their presence and escalate the situation under false pretenses. His actions reflect a clear pattern of manipulation and misuse of emergency services as a means of stalking and harassment, disguised as concern.
Additionally, his messages reveal a deliberate attempt to create false narratives about alleged drug use, seemingly to discredit me and discourage me from exposing his ongoing harassment. He fabricated claims that I was suffering from adverse effects due to drug combinations—despite having no factual basis for such assertions. I believe this was a strategic effort to facilitate additional harassment, including potential false reports to DCFS, workplace interference, and an attempt to gain Power of Attorney over me under the pretense of concern for my “well-being.” These efforts amount to further abuse, designed to undermine my credibility and exert control.
Request for Records
In light of these incidents, I respectfully request the following records from your department:
Phone Call Logs:
The call I made to Officer Leach during the week of January 27, 2025 (possibly January 29), regarding my concerns about identity theft. Officer Leach indicated that I should contact him directly, though I am willing to work with any officer available.
Documentation from February 10, 2025:
The call I made to report the suspicious SUV and the visit from the responding officer at approximately 9:30 PM.
Any notes, records, or reports generated from this interaction. If body camera footage was recorded, I also request access to that footage.
Additional Context
I am currently compiling further documentation regarding harassment from Connor Properties, and a formal complaint with the Chatham USPS (a formal complaint with the US Postal Inspection Service was made on 7/30/2024), and evidence of electronic tampering at my previous residence 402 Goldenrod Drive in order to file additional reports through Chatham Police as the State's Attorney requires this as a first next step. I am also working with the St. Louis Metropolitan Police Department to file reports correcting false statements in their earlier report.
I understand that previous communications with your department indicated that police reports could not be amended. However, I have since learned that I may submit supplemental documentation or new reports to reflect discrepancies (instructions provided by the St. Louis Metropolitan Police Department). I will provide this information incrementally to ensure that the department is not overwhelmed with evidence all at once and to make sure all detailed evidence is complied accurately for each event.
While I recognize that many of these incidents occurred in the past, the recent case involving the suspicious SUV is my immediate priority. I appreciate your assistance in ensuring that these matters are properly documented and addressed.
Thank you for your time and dedication to the safety of our community. Please let me know how I can proceed with obtaining the requested records and whether further documentation or a meeting would be beneficial.
Sincerely,
Dana Rachelle Wilson

subject: Official Complaint: Incident 2024-00025214 – Independence Police Departments
Dear Independence Police Department,
I am submitting an official complaint regarding the incident dated April 26, 2024, referenced as Report No. 2024-00025214, in which I was involved in a dangerous and traumatic vehicle chase on your highway system. My White 2018 Ford Escape was hydroplaned and totaled, and I contacted 911 during the incident. Despite this, the documentation and response I received were minimal and lacked any formal recognition of the trauma or context involved.
I have reason to believe this incident is linked to a broader campaign of digital stalking and coordinated harassment that spans multiple jurisdictions. I have previously filed FOIA requests and submitted evidence regarding related events, and the lack of a serious investigative response by your department contributes to a systemic issue of minimizing threats toward victims of stalking and domestic violence.

I request that this complaint be acknowledged and fully investigated, and that any gaps in documentation or response be remedied. I am willing to participate in a mediation process or provide additional evidence and testimony as required.
Sincerely,
Dana Rachelle Wilson
